I agree with Rich.
 
One other additional rule we may want to consider based on this year's early draft is that if a USML team slots down a player due to his rookie status, he may not activate him during the first week of the season.

What about extending your proposed freeze roster and slotting rule to extend to draft eligibility, i.e., if a player is USML rookie eligible then that player is simply not available in the auction draft.
 
One rule subjects many more players to the draft than we would normally have in the draft and the alternative excludes more.  I don't yet have a view as to which seems more reasonable to me.
 
What do the rest of you think?

Here's my proposal.  It's an amalgam of what I had in mind originally and some comments from Rich and Jim.  The intent is to keep it clear, simple and fair, while remaining more or less in line with the normal rules.
 
Freeze Rosters and Slotting:  Players who currently have USML rookie status will be treated as rookie-eligibles for freeze list and slotting purposes, regardless of expected Major League status.  This means they may be retained as "plus three" players on Roster Freeze Day and will be "slotted down" to the reserve rosters for the auction draft.  All non-rookies retained on freeze lists will be "slotted up" for the auction draft, regardless of expected Major League status.
 
Eligibility for Auction Draft.  All players on American League 40-man rosters on Draft Day will be eligible for the auction draft, regardless of expected Major League status.   Any player not on an American League 40-man roster on Draft Day will not be eligible for the auction draft, regardless of expected Major League status; provided, however, that any non-rookie who is under contract with any American League organization may be added to the pool of players eligible for the auction draft.  Any owner that wishes to do so should identify each such player at the time freeze lists are submitted.  Any player who is purchased in the auction draft will begin the season with Year One contract status, even if the player is not on a USML team's active roster on Opening Day.
 
Eligibility for Rotation Draft.  No changes from the normal rules.
 
Preseason Transactions.  Transactions may be made in the usual manner, during the week prior to Opening Day.
