[USML Announce] Transaction Processing Request

My primary concern was about FAAB. I've got no problems with what Jim wants to do. If we do not intend to allow FAAB bidding but want to permit roster moves that's fine with me. If that is where we end up, I'd ask Mark Blocker to delete my transaction message to usmltrans without reading it since it includes FAAB bids. I can live without my other roster moves since none involve Yankees or Devil Rays players.

Disallow FAAB but allow roster moves.  I had to use USMLtrans to submit mine.  The TQStats site didn't seem to be letting me modify my lineup.  There are a few games this coming week and I want my Yankee and Devil Rays players to be in the active lineup.
