[USML Announce] USML.NET stuff

I have been struggling all year long to keep the usml.site and mailing
list working reliably.  Our current provider for that domain has done a
poor job.  I will be moving the site fairly early in the off-season.
There will be some disruption to the announce at usml.net list, which I
will try to keep to a minimum.
