I believe the Tyner bid was expressed as conditional on having enough FAAB left after considering my other bids, which I would have since my unconditional bids were not successful.  That was what I thought I did anyway.

    I believe I had concluded that your bid for Tyner exceeded your budget, so I ignored it.  However, when you raised the issue last week, I meant to check it out, but never did.
