[USML Announce] Eligible Rosters and Active Rosters

OK -- so everything that I've got indicates that we've used 40-man rosters
in the past and not active rosters.  That doesn't mean we need to proceed
that way this year.

Should we change?  I don't know that I care all that much but would like to
freeze things a few days before the draft.  I don't want to monitor changes
the day before the draft.
