I'm only going to raise the issue and then I will say nothing  further.  
Rich's question suggests a problem of which I was unaware.   In reviewing the 
written rule, it does not comport with my understanding of what  was agreed upon 
by the league, namely that all players on the NRI would be  eligible for the 
draft if designated by a team and thereby disclosed to  everyone.  It is the 
inclusion of the phrase "non rookie" rather than  "player" that causes the rule 
to be inconsistent with my understanding of the  league's agreement.  If that 
phrase is included, players like Boone Logan,  who have made the White Sox, but 
otherwise qualify as ROY candidates could not  be drafted.  It strikes me as 
bizarre that we would have a rule that allows  all of the top minor leaguers 
(i.e. those included on the 40 man rosters) to be  drafted but excludes the 
second tier candidates, including players like Logan  who have made the team, 
that epitomize the very basis for the creation of  the rule.
