[USML Announce] Serious Rule Change Proposal

...and also consider that AK's proposal would prohibit teams from merely
trading minor leaguers to each other, too.  Bad bad idea...so I propose that
teams cannot even propose rule changes 30 days before draft, effective
immediately and retroactively.  I want to focus on the draft, for Hansen's
sake, not debate the merits of yet another rule change.
