Fwd: [USML Announce] Setting Lineups

Does the system allow a player to proceed with an out of compliance
roster? If so, we could just go that way and ignore a situation where
someone is "appropriately" out of compliance. (The reminder is nice to
get.) If not, I have no problem with Kerber's suggestion.
