[USML Announce] FORMAL RULES VOTE - DRAFT PROCEDURES

Let's try 8 a.m. for the start of the draft unless someone has an
objection.
As for freeze day, how about Friday night the 7th. That gives Kerber a
couple of extra days but still gives everyone one full week to review
rosters. Anything less than a week, including a full weekend, doesn't
seem like enough time. Thoughts?
