[USML Announce] FORMAL RULES VOTE - DRAFT PROCEDURES

Greetings;
     I suppose my suggestion of 06:00 will be shot down, so 08:00 is good.  Anything after 08:00 may impinge on my afternoon nap time.  A freeze date of 3/7 is fine by me.  BTW, Brad, I'd be glad to swing by Deerfield on my way.  Let me know.
