[USML Announce] Non Roster Invitees

I'm with Rich on this -- we should follow our written rules even if 
imperfect with the pre-Opener draft.  I understand Jeff's point with 
guys like Beckham, but he will undoubtedly go early in the rotation 
round, so the salary won't be exceptionally low.
