I want to fill my empty slot, but Bid Meister requires a waiver as part of the bid process.  Can I put in a "dummy" waiver and over-ride it via e-mail to the transaction mailbox?

I think that is probably a good idea.  I doubt it will be needed but the
redundancy is hard to argue with.  Also, note that you only need to submit
bids, and accompanying waivers, but not the moves that follow.
