[USML Announce] Draft Day (Night)

Like Andy, I could go with the Mulligan proposal (subject to timing), but am also OK w/ our existing rules.  If we go with the Mulligan rule, I think we need to provide more time than the night before the draft.

5:30 start will work for me.  On balance, I'd prefer to just go with the dump a dog rule, but I'm OK with the mulligan change if that's the consensus.
