[USML Announce] explain mulligan

so we have until 10:00 p.m. Sunday night to drop someone, add someone or
swap someone. we must post that to announce at usml.net...then we have until
11:00 p.m. that night to make another mulligan move once we see what, if
anything, others have done?  is that correct? i just need to schedule my
sunday night shower....thanks....
