[USML Announce] explain mulligan

Let me see if I understand.

The second move must affect the first one.  So, if I have waive Joe Pitcher for my mulligan, I can later change that by instead waiving Bob Outfielder and retaining Joe Pitcher.  However, in my second move, I cannot waive Bob Outfielder and retain Sam Shortstop who I had not retained at all and whose status was unaffected by my initial mulligan.  Is that right?

That still sounds like two mulligans to me. I can make one move by ten on Sunday, then can "modify, retract and substitute" before eleven.  How is that not a second move?
I am not trying to be difficult; I just want to clarify our rights after 10, before 11 on Sunday. Thanks.

Not correct.  You have the chance to make one mulligan by 10:00 on Sunday night.  If, after seeing what everyone else has done, you want to modify, retract and substitute mulligans, you can do so.  But you only get one mulligan.

so we have until 10:00 p.m. Sunday night to drop someone, add someone or swap someone. we must post that to announce at usml.net...then we have until 11:00 p.m. that night to make another mulligan move once we see what, if anything, others have done?  is that correct? i just need to schedule my sunday night shower....thanks....
