[USML Announce] USML - weekly transactions

I would like the opportunity to make roster changes before opening day --
but that's only a slight preference and would be comfortable either way.

  I am going to submit the rosters today, and we will be off and running.
Still to be determined is the first date on which we permit transactions.  I
would propose that we make the first transaction deadline the Sunday after
the season starts (April 3).  An alternative would be to permit transactions
as of this Sunday.  Please let me know which is preferred.
