[USML Announce] USML - Draft Day logistics

For rosters, we usually use the 40-mans on MLB.com. If no one has a chance
to print them beforehand, it seems we'll have enough people with computers
in the room to check disputes on draft day.
Regarding NRIs, I think our rules suggest that if no one nominates anyone,
none are eligible for the draft.
