The "penalty" is not defined, but it's not a permitted roster.  Since you had to come out of the draft with a permitted roster, there had to be some transaction that took the roster off the tracks.  Whatever that transaction was, it wasn't kosher and probably needs to be reversed.  In the alternative, if the league is OK with it, I suppose you could commit to getting into compliance via FAAB or trade.

Is there a penalty for not having a CI spot filled (other than the disadvantage of not accruing stats)?  I don't have anyone to promote up so I will likely be looking to trade or find one through FAAB.
