[USML Announce] USML Draft 2013

I am still planning to bring the donuts.  Feel free to send any special
requests my way.

As for the other agenda items, I am fine with whatever is best for everyone
else.  It looks like I will have a basketball playoff again that day, but I
think I will skip it this year.
