I imagine that's what was intended, and the rules are set up for an opening weekend draft, so preseason trades would never be an issue.  I didn't check to see if there are any uses of "season" that would become inconsistent with each other if we were to interpret the "season" as beginning immediately after the draft.

I would interpret the rule to apply once the draft is over.  Should clean that up or argue about it if others disagree.

However, for what it's worth, I think it is arguable that the rule does not apply to pre-season trades, because the rule expressly applies only during "the season" which is generally used in the rules to refer to the MLB regular season.
