[USML Announce] Mailing List and Web Site

I'm going to move www.usml.net and announce at usml.net to the new hosting
services in the very near future.  There may be a day or two of service
disruption as the new server IP addresses propagate through the Internet.

I'm going to coordinate with Mark Blocker to try and minimize
interference.  In retrospect I should have turned to this project deep in
the off season.
