[USML Announce] Roster Compliance

I think it's incumbent upon our commissioner to invoke the little used (and hidden from public view) clause of our constitution that entitles him to waive into the free agent pool a player of his choice off of the offending roster to restore integrity. 

I have lots of good candidates for his consideration.
