[USML Announce] Nathan Eovaldi?

I hate to question a move by an esteemed franchise like the Nukes, but
was  Nathan Eovaldi eligible for a FAAB purchase?  He's pitching in the
minors now.  Our rules state:   "A minor league player will not join the
pool of free agents *until he is promoted to an active American League
major league roster and may not be acquired as a free agent prior to such
promotion*."
