[USML Announce] USML - Rule change/please cast your vote

Correction to the prior emails.  We are not voting on just the concept of
using holds.  We are voting on the specific proposal to use S+H starting
2020.  No other proposal appeared to have substantial support.  So let's
see what the final vote is on using S+H specifically, and if it fails, we
can revisit this.
