[USML Announce] USML - simple proposal

I think the reasoning is what others suggested - we need a point of
clarity, particularly for trading purposes.  ... The 1994 parallel is a
good one.  MLB never crowned a champion, but we did - asterisk or not!  Of
course, it would be odd to be champion of a 40-game season.  But all of
2020 is odd.  And to paraphrase David Ross, if they're handing out the
Damon, I want it coming my way ...
