[USML Announce] USML 2020 - schedule

Quick question: I have never understood Rule 17.8. Maybe you could give me an example of when out applies? I just want to make sure that if Robert and Puk (and perhaps Whitley) make the Opening Day rosters, they are not subject to this rule because they have "bean" status (MLB rookie; never on any USML active roster).
