[USML Announce] FAAB results question

I'm pretty sure that's how the onroto system works. If a contingent bid
comes into play, it competes with primary bids and the higher one wins.  My
dim memory is that we once had our own rule that was opposite, but decided
to let the system do its thing and not have Mark have to unwind things like
this.
