[USML Announce] USML - Update on FAAB bidding and waiver claims

  Here is some clarity about FAAB bidding and waiver claims, based on
responses from Onroto.

FAAB:  This is somewhat simple.  According to Onroto, "it's all about the
$$ amounts -- so a high dollar contingent bid for someone
else will beat your lower dollar top priority bid." I take this to mean
that contingent bids are treated like non-contingent bids, with the
exception that the contingent bids become irrelevant if you win your main
bid. We cannot alter this system, and as Andy and Mark K pointed out, we
long ago decided to live with Onroto's system determinations rather than
doing tedious individual adjustments.

Waiver Claims: In the Onroto system, waiver claims and FAAB ties are broken
using the most recent official standings from the start of the period, and
never using the live standings. We could opt to use the official standings
from the day before bids are processed as a tie-breaker, but that would
introduce an element of uncertainty for teams that submit their bids
earlier in the week.
