My point was simply that the Constitution says that the league will have
no less than ten teams and no more than twelve.  There are no specific
provisions that talk about making adjustments to various parameters
(other than how many points first place in a given category is worth)
based on how many teams are in the league.  It's always fair to raise
issues and refine that document though.  The timing is rough here -- but
that one was out of our control.

Our constitution is geared to league sizes from ten to twelve.  See
Article II (at www.usml.net).

So I'm not sure I agree with the notion that an adjustment is consistent
with the Constitution.  The text of the document is clear.

I don't recall fiddling with these things when we've gone up or down by
a team in the past.

I am troubled that we are thinking about revising some but not all rules
that could be relevant.

We will have fewer players retained and we will be sucking undervalue
out of the league, why not allow each team to roster one additional
keeper?

I'm not advocating for that result, I'm just saying that there are all
sorts of things that get distorted a little bit from year to year.

When we draft before opening day, the draft pool is larger.  That has an
impact too.

On balance, I don't think it makes sense to tinker with this stuff and
I'm not comfortable doing it in part and not thinking about all the
rules that might require tweaking.

Yes, I guess some clarification is needed.  I guess you'd expect some
price deflation of player values given the reduced # of teams if you
kept salary cap the same, which may affect your retention decision. By
increasing roster size and /or salary cap, you theoretically should
diminish that impact. So, I think salary caps should be adjusted upward,
and I'm also amenable to roster size increase, for the reasons that Jeff
W. mentioned.

I'm not sure how to interpret your message.

Do you think we should increase roster sizes to add two players and add
$20 to budgets?

I think league size at 10 is fine, but I agree the salary caps should be
adjusted to keep integrity of player dollar values.

I agree with Buddha and Jim.  We've played with 10 (and even 9) teams
before with little problem.

League:

            Here is an update on arrangements and deadlines for the
coming season.

1.  League composition:  Unfortunately, the Protective Cups have decided
not to participate in 2006.  Therefore, we will proceed with 10 teams
this year, unless there is an immediate consensus for 11 and we have an
available owner in mind.  This may have an impact on the rules we want
for this year; see below.

2.  Roster Freeze Day:  Roster Freeze Day, according to our constitution
(section 17.2), is March 15.  However, because that is a Wednesday, I
propose we move roster freeze day to midnight on the 18th, in case
people are busy at work during the week.  That deadline would still give
owners two full weeks from the draft to adjust their strategies.

3.  Draft location:  More to come shortly.

4.  Adjustments to Rules:  Given the loss of one team and its 23 active
roster players, we may wish to consider the following adjustment to our
rules for this season:

Active Roster size: 25 (one additional pitcher and hitter - U) Reserve
roster size: 18 Cap/ceiling ? 380/220

  I am not seeking to impose this.  I have discuss this with one other
owner, and it at least merits some discussion.
