[USML Announce] League update -- Potential 11th team

I think its definitely in the best interest of the league to have 11 strong  
teams.  Toward that end, I think we ought to encourage the new team to  enter 
the league by offering them The Cups team.  Forcing the new owner to  draft 
from scratch strikes me as unnecessarily punitive and sends the wrong  message 
to someone who is willing to join the league at the last minute.
