[USML Announce] Serious Rule Change Proposal

Jeff-

I'm not casting aspersions on A-Rod for Wood.  To the contrary, I 
suggested that it made perfect sense under our current rules.  That's 
why I'm proposing a change.

I am happy to consider alternatives along the lines of the Barrett Rule.
