[USML Announce] Silly Rules

The rule we adopted last year (Article XII, Section 13) reads, in its
entirely, as follows:
>From the commencement of the Auction until June 1, any player whose contract
is not running may not be traded. 
Evan Longoria's contract is not yet running.
