[USML Announce] Gabbard, Waiver Claims, Nukes Roster

I spent some more time looking through the e-mail archive and still don't see any discussion about departing from the constitution for waiver claims. ?Absent such discussion, my waiver claim is valid. ?For that reason, my current roster assumes Gabbard is on my active roster.
