[USML Announce] explain mulligan

Jeff:
That still sounds like two mulligans to me. I can make one move by ten on
Sunday, then can "modify, retract and substitute" before eleven.  How is
that not a second move?
I am not trying to be difficult; I just want to clarify our rights after 10,
before 11 on Sunday. Thanks.
