[USML Announce] USML - position eligibility (update)

  The issue I raised yesterday regarding position eligibility is now fixed,
so you can now credibly rely on the position eligibility reported by onroto.
It turns out that we (as in me) did not set our league settings correctly,
which was allowing some Utlity only players to show up with additional
eligibility.  But credit onroto, who solve the problem within five minutes
of getting my email.
