[USML Announce] Ask Winick

Twelve total retained players, up to nine can be active/contract running.
So last year, most teams kept 9 + 3 minor leaguers without running
contracts, others 8-4, etc.  Of course, some of us won't have that many
players worth retaining, so fewer is fine too ...
