[USML Announce] Roster Integrity

My two cents - if Doug and Rick tell us they consummated the trade before
noon, we should allow it.  We've done that many times, as Mark B. notes.

In my role as League Historian, Etiquette Director, and all-around Crank,
this is why the "Notice of Hot Wax Seal" message is valuable.  Someone
could have shot that off from a cell phone right after the trade!  :)
