[USML Announce] Ohtani

That seems fine to me with one clarification.  I think that he needs to be
declared one way or the other for draft day purposes.  In other words, I
don't think you should be able to start with Ohtani in a pitcher's roster
slot and then flip him over to the offense side once if you end up with
nine pitchers and want to start bidding for another  (or visa versa if you
fill all your offense slots).

Once the season starts, though, I think it's fair that can place him at P
or UT depending on the week.
