[USML Announce] position eligibility

I don't think we've ever relied on our websites for position eligibility, have we? ?To me, it's helpful to know that that website listings don't track our rules, but I'm not sure we need to affirmatively do anything about it. ?If they can line up with our rules, though, that would be convenient.

our site by position ..the site will not impose our 20 games the previous 
season? nor is it a problem of 5 in the current (last) season
