[USML Announce] FAAB results question

There are other issues like this, I think, where we have consistently
deferred to onoto.com for processing transactions. If we update the rules,
we should just add that:  "In any instance regarding the processing of
transactions, our stat service trumps anything in the Constitution."  But,
again, I am pretty confident we have been doing this for years.
